Babcock Park Lift Station & Interceptor Sewer Project - 2010
Introduction
The City Council has recently approved the feasibility study and authorized preparation of final plans for the Babcock Park Lift Station & Interceptor Sewer Project . The City’s 2007 Comprehensive Sanitary Sewer Plan (CSSP) illustrated the need for a new interceptor sewer line to accommodate sewer flows for future growth areas identified in the southwest portion of the City. Recently, an existing lift station that serves the current service area has deteriorated and requires replacement. In addition, the existing sewer line shows evidence of several sags and is in poor condition. The conditions of the existing infrastructure warrant that improvements are made at this time.
The lift station was installed in 1974 and has served longer than the typical design life for this type of facility. It is made primarily of metal and has experienced significant rusting, compromising the structural integrity. In the fall of 2009 minor repairs were made to lessen the risk of failure of the pipes. As the station continues to age, availability of parts to make repairs is extremely low. In conjunction with the poor condition of the equipment, there is a lack of duplication (unlike modern day designs) leaving no backup if pump failure occurs. The city initially identified the need for relief of the lift station about 8 years ago and has been working toward this goal. With the CSSP and feasibility study complete, on June 1, 2010 staff recommended and Council approved immediate continuation of the project for 2010 construction.
Financing
The capital Improvement Plan identified $1.2 million for the design and construction of an interceptor line and second siphon crossing of the Cannon River. The project will be funded through the Sanitary Sewer enterprise fund (from monthly utility fees). Northfield and Dundas staff have indicated a desire and willingness to discuss cost sharing for the project.

Approximate Construction Schedule
The project is anticipated to begin construction in early fall 2010 and be finished next spring. There will be tree removal and rock excavation that may require blasting as a part of the project. When the project is awarded to a contractor more information will be provided. Please keep in mind that the construction completion dates are subject to weather delays and construction delays that may occur if unexpected issues arise.
