4th Street East Improvements (2010 Construction)
Introduction
City Staff recommended in June 2009 that 4th Street E from Division St to Nevada St undergo a complete reconstruction of the water and sewer lines, road subgrade and surface, curbs and sidewalks. As a State-Aid designated city street, a portion of the funding for the reconstruction will come from Northfield's allotment of state road improvement funds. Upgrades to the main lines of the water, sanitary sewer, and storm sewer systems are paid through their respective city enterprise utility funds. The remainder of funding comes from bonding and special assessments of properties along the construction corridor. City Staff also recommended that some of the adjacent roads that share 4th Street utilities should also be upgraded. These include Union St, College St, Winona St, and Nevada St between 4th St and 5th St, Union St between 6th St and 7th St, and Union St. between 2nd St and 4th Street (see map of the approved project corridor). Work on these side streets is not supported by state funds.

Approximate Construction Schedule
While the actual start of construction will depend upon the negotiated contract with the lead contractor, BCM Construction, Inc., the City has established substantial construction completion dates for each phase of the project. Construction is expected to start on Phase 1A and Phase 1B during the week of May 10, 2010. Please keep in mind that the construction completion dates are subject to weather delays and construction delays that may occur if unexpected issues arise (the streets and pipes are as much as 100 years old in places). Project Process
Most street reconstruction projects follow a standard procedure. While some dates may change as the project moves forward, the basic order of steps is maintained.
The process for developing the special assessments for properties along the project corridor follows state statutes (the so-called "429 Process"). The process steps are typically completed to take advantage of a positive bonding environment and to make full use of the construction season (May through November).
