Linden St N/Plum St N/2nd St W Improvements (2011 Construction)

Introduction

City Staff recommended to the Council in August 2010 that Linden St N and Plum St N from Saint Olaf Ave to Greenvale Ave and Second St W from Lincoln St to the dead-end undergo a complete reconstruction of the water and sewer lines, road subgrade and surface, curbs and sidewalks (see map of the approved project corridor). As a local city street the funding for the reconstruction will come from Northfield city funds. Upgrades to the main lines of the water, sanitary sewer, and storm sewer systems are paid through their respective city enterprise utility funds. The remainder of funding comes from bonding and special assessments of properties along the construction corridor.

Project Process

Most street reconstruction projects follow a standard procedure. While some dates may change as the project moves forward, the basic order of steps is maintained.

The process for developing the special assessments for properties along the project corridor follows state statutes (the so-called "429 Process"). The process steps are typically completed to take advantage of a positive bonding environment and to make full use of the construction season (May through November).

Information for Contractors

All bid documents for city projects are made available to the public through the city's eGramwebsite, except for the plan documents. Plans and sepcifications in digital format can be downloaded for free by registering for an eGram account with the city. Contractors must notify the city separately for each project to register for access to the documents for a specific project.
