Meetings
Meetings for the Zoning Board of Appeals is as needed and usually prior to the regularly scheduled Planning Commission meeting.

Special meetings are occasionally called. For transaction of business at any meeting, four members constitute a quorum. It is desired that members make every attempt to be present at all meetings.

Broadcasts
All Planning Commission meetings are open to the public and are broadcast live on the City website. Email the Community Development Office or call 507 645-3059 for more information.

Application & Membership Requirements
The Planning Commission / Zoning Board of Appeals is comprised of seven regular members who are appointed by the mayor and approved by the City Council. Each member serves a three year term. There is a three term limit. Members do not receive monetary compensation.

Overview
The functions of the Planning Commission are separate from and exclusive of the functions of the Zoning Board of Appeals.

The Zoning Board of Appeals is a quasi-judicial board having the responsibility to decide on variances to the zoning ordinance and matters of appeal where it is alleged that there has been an error in the interpretation of the zoning ordinance.

The Planning Commission will act as the zoning board of appeals as authorized by charter, ordinance, or state law and shall have the following powers and duties related to the Land Development Code:
  • Review and make decisions on appeals from administrative decisions
  • Review and make decisions on appeals from decisions by the heritage preservation commisssion on certificates of appropriateness
  • Review and make decisions on variance requests
  • Interpret the Zoning District boundaries

All decisions by the Zoning Board of Appeals are final and are appealable to Rice or Dakota County District Court.
