Completed-2009 Safe Routes to Schools

Engineering

Through a grant to the Safe Routes to Schools Program at Mn/DOT sponsored by the Non-Motorized Transportation Task Force, the City of Northfield and the Northfield School District commissioned SRF Consulting, Inc. to conduct a study of the barriers to K-8 students walking and biking to school. The study focused on the three "E's": Education; Enforcement; Engineering; Ecouragement; and Evaluation of the SRTS program.

The final draft of the study is now available and will be presented to the City Council for adoption at the Feb. 16, 2010 meeting. A memo will also be adopted that outlines plans by the City and school district to collaborate and to prioritize the steps forward.

With the needs identified and prioritization underway the City and district can seek funds to address them. Progress has already begun on some of the needs: police enforcement has been stepped up at the intersection of Division St (MN Hwy 246) and Jefferson Pkwy during morning school arrival times; a Mn/DOT-certified study of the intersection is on the City's CIP for 2010; and some changes have been made in school crossing guard assignments.

Due to the many maps and other graphics in the report the posted PDF below was compressed for quicker download and to meet the standard 10 MB limit for attachments to this project page. The printed report is available in City Hall. The full version is 38 MB and may take over 10 minutes to download.
